Thats funny because I was at Dania a few days ago and I was just thinking the same thing. The payoffs are really low even for hard combinations. I think you are on to something Jay but I wouldnt know even know where to begin to investigate it. Its so bad I dont even care to play trifectas anymore. But to past post someone would have to wait untill the game ended and that could be 10 or 15 minutes later. Its much easier to past post in a horse race especially a quarter horse race. I am not mentioning any names but someone made a bunch of money doing that very thing betting Los Alamitos on an internet account untill they caught on. The race would only take about 10 seconds and there was a way to hold your internet account open untill the winning horse crossed the finish line and then you could put your bet in on the winning horse, then thousands of dollars later they caught on and put in the two minute rule.
